Mark 01:45 takes the viewer to a training class as instructors are shown teaching “the safe way to ride.” The training film offers detailed information on each part of the motorcycle, from carburetor to siren. Trainees are shown how to run the engine and operator the speedometer (mark 04:50), as well as how to operate the front and rear wheel brakes. Each element is put together starting at mark 05:30 as the training officer starts his engine, and then shown how they operate together on the road (mark 06:37). New recruits are encouraged to also learn from veterans as part of their on-the-job training (mark 07:45) “and learn your job by doing,” we are told. The motorcycle shown at 1:29 appears to be an Indian Scout. The Indian Scout is a motorcycle built by the Indian Motocycle Company from 1920 to 1949. It rivaled the Chief as Indian's most important model. The 101 Scout, made from 1928 to 1931, has been called the best motorcycle Indian ever made. A second line of Scouts, with lighter frames and reduced engine displacement, was introduced in 1932 alongside the Standard Scout, which replaced the 101 Scout and shared its frame with the Chief and the Four. The small-displacement Scout and the Sport Scout, introduced in 1934, were continued until the end of civilian production in 1942. Military versions of both models were used by US and other Allied forces during World War II. Apart from fifty examples of the 648, a special racing version of the Sport Scout, the Scout was not continued after World War II. In 1949 an all-new motorcycle, with an overhead valve straight-twin engine, was called the Scout; it was enlarged and renamed the Warrior in 1950. It was widely agreed that navigation and targeting would be more difficult if man-made lights on the ground could be extinguished. Blackout regulations were imposed in the UK on 1 September 1939, before the declaration of war. These required that all windows and doors should be covered at night with suitable material such as heavy curtains, cardboard or paint, to prevent the escape of any glimmer of light that might aid enemy aircraft. The Government ensured that the necessary materials were available. External lights such as street lights were switched off, or dimmed and shielded to deflect light downward. Essential lights such as traffic lights and vehicle headlights were fitted with slotted covers to deflect their beams downwards to the ground. Blackouts proved one of the more unpleasant aspects of the war, disrupting many civilian activities and causing widespread grumbling and lower morale. The blackout was enforced by civilian ARP wardens who would ensure that no buildings allowed the slightest chink or glow of light. Offenders were liable to stringent legal penalties. Blackout restrictions greatly increased the dangers of night driving and fatalities increased as a consequence. As a result, some aspects were relaxed and speed limits were lowered. The anticipated increase in crime rates did not occur. The United States was not exposed to air attack, but along the Atlantic coast, the lack of a coastal blackout served to silhouette Allied shipping and thus expose them to German submarine attack. Coastal communities resisted the imposition of a blackout for amenity reasons, citing potential damage to tourism. The result was a disastrous loss of shipping, dubbed by German submariners as the "Second Happy Time". Blackouts were held in mainland cities, and along the coastal areas long after any enemy threat existed; the primary purpose was psychological motivation of the civilian population which saw blackouts as a patriotic duty This film is part of the Periscope Film LLC archive, one of the largest historic military, transportation, and aviation stock footage collections in the USA.
